Around 13,000 heat networks face fines if they don’t register by January

Energy regulator Ofgem just published its first update on the number of heat networks currently registered with the regulator – and it’s only 5.5%.

The clock is ticking for heat networks to register, as if they aren’t by 26th January 2027, they will be in breach of new regulations and may face financial penalties.

It’s estimated that two-thirds of the roughly 14,000 heat networks in the UK are owned and operated by social landlords.

Helena Charlton, Director of Heat Networks at Ofgem, said:“You’ve only got 96 days. We’ve got a big clock ticking at Ofgem where we’re watching the days go by, tweaking every day what we can do to support you to get on that path, and we’ll be carrying out targeted outreach over the next few weeks and months.

“Where we do see signs of foot dragging, that’s not going to be acceptable.Hiding from the regulations or thinking they don’t affect you is not going to be an option. We’ve been very clear and increasingly clear that it’s your duty to register, and that Ofgem has the ability to use its full range of compliance and enforcement techniques to oblige you to do that if you’re not there.”

Ofgem believe that when registration is completed next January, the data will reveal that there are many more than 14,000 heat networks in the UK.

They say this will help to strengthen the case for greater government investment in the Heat Network Efficiency Scheme (HNES), to make sure that the funding more adequately covers the quantity and quality of UK heat networks.
